I did wrap some rubber (from old inner tube)...

One store that sells a foldup type rack is Harbor Freight. I think it is supposed to mount to 2 inch receiver but I'm sure a good tinkerer can figure out alternative mounting. Best of luck.

Charging trailer battery

I checked and the battery disconnect switch is in the ON or Connect position.
No juice to battery when connected to tow vehicle.
