Think of it this way. The hitch connection is essentially a pivot point, so without weight distribution when you hit the brakes the trailer tends to dive pushing down on the hitch ball which in turn raises the front the vehicle making braking and steering less effective. Weight distribution greatly dampens the amount of flex that can occur at the ball transferring the force to the front wheels so you don't lose steering and braking control.
