Does this one valve shut off the flow to the fresh water and open the flow to the tube for the antifreeze winterizing? This is my 2008 fun finder 210

I just bought this three months ago and took it to the local RV dealer where it was originally purchased. They told me the brake system on this is the same type of brake system they use on boat...

We just purchased this 2008 FunFinder I'm thinking about filling in these cracks and holes with caulk any suggestions?
