Draining water lines (winterizing)

I have a 2010 X189FBS Funfinder camper and I'm trying to drain the water lines. I've looked under the camper and found the drain lines but no valve. At the hatch under the bed are 2 valves directly above the drain valves. I've tried to pull the rings up but they are stuck and I don't want to break them. Does anyone know how to drain these lines or have suggestions on how to open the valves.

Soaked them down with wd40 and pb blaster, they still didn't budge. Soaked them down some more and will let them set. In the meantime I drained the hot water tank, turned the bypass valves and filled the water lines with antifreeze until it came out of the faucets.
 
Good work. You do not want those drain valves to break. Hopefully they will loosen up for you. You should have displaced the water. Don't forget the shower, sink, outside shower (if you have one) and toilet
