Reserve Tank of Gasoline

In planning a long trip to Northwest National Parks, I'm a bit concerned of running out of gas. My Highlander normally can achieve 24 mpg, when towing it is more like 12. That makes for many frequent stops to be sure there is enough in the tank. Are there rules for attaching tanks outside the trailer? Can plastic be accepted? Only looking at one of those 2.5 gallon. Willing to go metal but only found 5 gallon sizes.
 
I'm not aware of any rules for attaching gas cans outside a vehicle or trailer - of course that doesn't mean there aren't. Every state is different.

I don't think they make small metal cans anymore it's all plastic now and color coded. Red for gasoline, yellow for diesel and blue for kerosene. I carry a 5 gallon plastic one for my generator and when I had my Tahoe I just carried it in the back - well secured. When I got to my destination I'd leave it outside though.
