Trailer weight and axle weight

I’m going to weigh my trailer and truck, but can someone please explain how a GVWR of 3670# and GAWR of 2600# per the info plate (2010 160X) doesn’t overload the axle by 1070#? The info sheet when bought shows wt of 2770# (already exceeds axle rating) with options, can carry 25gal water, 20# propane and 900# cargo capacity. Seems to say I can have 900# after water and propane, but the 900# puts it at the 3670# so that can’t be right? Must have to subtract water and propane from the 900#.
Anyway, axle @ 2600 and trailer @ 3670 is my concern. Thanks for any help I can get to understand this!
 
The axle do not carry the entire weight of the trailer.........the tongue also carries some of the weight.
 
Right, and the factory sheet states 2770# with hitch wt of 170# (which I left out of my post, sorry) leaving 2600# at the axle as it comes, dry wt. so before adding anything it is at capacity.
