XT-276 weight question

On our XT-276 the sticker on the side of the trailer indicates the GVWR is 7870 lbs. That makes sense to me. Two 3500 lb axles and 870 lbs on the hitch. However the sticker also indicates the GAWR (Each axle) is 4615 lbs. What does that mean? Why is it greater than 3500?
 
I'd like to know too. I have concluded I'm over weight with full tank of water, 1000cc racebike, Zuma scooter, race essentials and regular camping items.

Dissapointed this thing only has 3500 lb axles. May upgrade the axles or move on to a A class toy hauler rig on down the road.
 
The standard 14" Dia ST tires on all of the 3 TT's we've owned all were all Chinese made 2 ply tires rated to carry a maximum of 1,760 lbs @ 50 psi. Two per axle equals a max capacity of 3,520 lbs. Seems like everything is built to the maximum with very little to spare.
